While a bit more information on the exact requirements of the treaty, what exactly happened before the treatyh and such would be appreciated, it's a very nice one-shot. Especially the twist at the end ;)

Well. That was--devious. There are few other words for it. Twisted, for one. Hot, for another. Snape is so very IC that it nearly hurts. And the little hints of humanity in Lucius at the very end--and Draco's little love story, which is positively lovely--keep this fic balanced. All in all, great job.
